Open the Xilinx install folder and double click on xsetup.exe. Download the WebPack version of ISE unless you have a paid version.
I see the selection for 'ISE WebPACK 10.1 (Free Download. Xilinx 10.1 ISE and am currently looking at the 'Legacy Licensing' tab in 'Product Licensing' page. After updating, the Vivado version will be 2017.4.1. NOTE: This update must be applied to an existing installation of Vivado 2017. For other devices, please continue to use Vivado 2017.4.
